The Ontario Baseball Association (OBA) sanctions the Richmond Hill Phoenix Baseball Club (RHPBC) 2007 Pee Wee Tournament and therefore all rules as outlined in the OBA 2007 Constitution as they apply to the Pee Wee level will be in force with the following clarifications or amendments;
1. OBA Constitution and Official Rules shall apply, subject to exceptions as indicated in the following rules and regulations.
2. Payment of the entry fee will apply as an appearance bond and will not be refunded.
3. A team roster approved by the O.B.A. Affiliate Registrar must be available in the event player eligibility is questioned.
4. Prior to participating in any game of a sanctioned tournament, all players and coaches must sign the approved OBA Tournament Sign-in sheet. These forms will be forwarded to the OBA Tournament Chairperson.
5. All teams are required to register 45 minutes prior to their 1st scheduled game.
6. The home team will be decided by a coin toss prior to each game. The team traveling the furthest distance shall call the toss.
7. Lineups should be exchanged fifteen (15) minutes prior to game time.
8. The winner of each division shall advance to the semi finals. The wild card team will be the second place team with the most points or if two or more teams have the same number of points, OBA tiebreakers will be used. After the round robin, the first place teams will be seeded with the number one seed playing the wild card team. This can be a team that you have already played in the round robin.
9. It is the home teams’ responsibility to provide on Official Scorekeeper for the game and to record the number of innings pitched by all players for each team and to hand back the score sheet to the convener at the end of the game with the signatures of both team managers. Coaches should check the score sheet after each inning to ensure that the scores are correct. The official score sheet will be deemed to be correct and be used for all statistical purposes.
10. OBA pitching rules, which are in place for the 2007 season, will be enforced. The Tournament Coordinator will tally the team’s pitching record based on official game sheets and all coaches must keep track of their own team’s pitching status. If there is ANY doubt in your mind about the status of the pitcher, check with the Tournament Coordinator prior to any of your games.
11. If a catcher is on base with two (2) outs, a substitute runner may be used. The substitute runner must be the last out.
12. There will be no infield practice permitted before any scheduled game.
13. A full game will consist of 7 innings unless any one of the following occur;
a) Time Limit: No new inning starting to commence after two hours from the official start time, in all round robin games. The Semi Finals, Consolation Final and the Championship game will all be 7 innings with no time limit and extra innings will be played, if necessary, to decide a winner. The official scorekeeper will record the time of the first pitch and the umpire will notify both teams for Round Robin games.
b) Mercy Rule: A game will be considered complete if either team is ahead by ten (10) or more runs after five (5) full innings or four and one-half (4 ½) innings if the home team is ahead by ten or more runs. The mercy rule also applies to the semi-final, Championship and Consolation games
c) An Official Game: A game shall be official if the home team is leading after 3 ½ innings or the visitors are leading after 4 complete innings. In the event that the game is suspended prior to 4 innings being completed then the game shall be resumed from the point of suspension. The defensive team must resume their exact positions on the field. The count, if any, on the batter will be unchanged and the batting order must be the same upon resumption of the suspended game.
d) The Consolation Final and Championship Games will start the later of the scheduled time or 45 minutes after the completion of the later semi final game.
14. If a team is unable to field nine (9) players within 15 minutes of the scheduled game time that team shall be considered in default. The winning team will be awarded a 7-0 win.
15. The round robin points are awarded as follows:
Win = 2 points
Tie = 1 point
Loss = 0 points
A game during the round robin can end in a tie.
16. OBA Tiebreakers shall be used as follows;
· Winner of the head to head game will advance.
· Team with smallest runs against ratio (runs allowed divided by number of defensive innings played).
· Team with the highest runs for ratio (runs scored divided by number of offensive innings played).
· Coin Toss
17. All umpires decisions are final. There will be no protests of judgment calls by the umpire(s). There will be zero tolerance policy with respect to umpire abuse by players, coaches and fans. An Umpire may issue a warning but has the authority to eject any person where in the opinion of the umpire the abuse is considered excessive including players, coaches and fans. Failure to comply with an ejection may result in the forfeiture of the game.
18. The Tournament Convenor will resolve any protests. All Decisions of the Tournament Convenor are final.
19. Awards will only be given to the teams competing in the final. Tournament awards will be set at fifteen (15) per team.
20. Managers and coaches are responsible for conduct of their players and anyone involved with the team, both on and off the field.
21. Absolutely NO ALCOHOLIC beverages are permitted in the park. Richmond Hill by-laws also prohibit SMOKING in the park. Any coaches in violation of either of these will be asked to leave the park.
22. The Richmond Hill Phoenix Baseball Club and its officials accept no responsibility for the loss or damage to any equipment and/or injuries to any player, team official or any other persons in the park during the tournament.
