2009 MNBA  - TOURNAMENT RULES

 

 

1.         The Ontario Baseball Association (OBA) constitution and its’ official rules shall apply (rules can be found on the OBA website www.baseballontario.com, click on ‘about Baseball Ontario’ click on 'Constitution and Playing Rules', click on '2009 Constitution & Playing Rules'. See the local rules for tournament format and tie-breaking rules.

 

2.                  Payment of the entry fee will apply as an appearance bond and will not be refundable.

 

3.                  Teams must register with the on-site convenor at least one half (1/2) hour prior to their first game. Prior to participating in any game of a sanctioned tournament, all players, manager and coaches must sign the approved OBA Tournament Sign-in form.

 

4.                  You must provide your OBA roster number and it must appear on your OBA Tournament Sign-in form. This form must include all of your players and coaches names and signatures, your OBA roster number, and any OBA roster numbers for any call-ups used. This form will be forwarded to the OBA Secretary at the conclusion of the tournament. Please fill this info out prior to attending the tournament.

 

5.                  Any team not able to field nine eligible players at the scheduled starting time will default the game. (Exception - Rookie Ball - ten players).

 

6.                  Managers and coaches will be responsible for the conduct of their players and anyone involved with their team, both on and off the field.

 

7.                  Line-up cards must be presented to the official scorer at least fifteen (15) minutes prior to the game on the official form provided.

 

8.                  Infield practice will not be allowed before any game. No batting practice against fences will be allowed.

 

9.                  The home field team will be determined by the toss of a coin prior to each game. The team that has traveled the furthest will make the call. If the Tournament Convenor does not provide one, the home team will be the Official Scorer.

 

10.              In the event that a game is suspended because of rain, lightning, darkness and/or other circumstances prior to it becoming an official game; the game shall be resumed from the point of suspension. In cases of rain and/or other delays the tournament schedule may be revised at the discretion of the Tournament Convenor.

 

11.              All protests must be ruled on at the time of their occurrence by a committee set-up by the MNBA.  The committee will consist of the on-site convenor and two other members appointed by the convenor. The decision of the committee will be final.

 

12.              Ejection from any game will result in suspension from the next scheduled game and/or balance of the tournament depending on circumstances. The decision of the tournament committee will be final.

 

13.              Tournament awards are set at eighteen (18) per team. (Champions and Finalists)

 

14.              The Mississauga North Baseball Association (MNBA) and its officials accept no responsibility for the loss or damage to any equipment and/or for any injuries to any player, team officials or any other persons in the park during the tournament.

 

15.              The Tournament Convenor reserves the right to alter and/or make any changes necessary to ensure completion of the tournament in the allotted time.

 

 

2009 MNBA MINOR BANTAM ‘AAA’ TOURNAMENT  -  LOCAL RULES

 

 

1.     Games will be seven (7) innings in length. No new inning will start after two (2) hours have elapsed from the time of the first pitch of inning #1 in all round robin games. If a new inning starts prior to the two (2) hours, the inning must be completed. Games are over as soon as the home team takes the lead in any final inning of a game (7th inning, mercy rule or past time limit). The Official scorer will record the time of the first pitch and will announce the time to both teams. There will be no time limit on quarter-final, semi-final and championship games. The eighteen (18) run mercy rule after three (3) innings and ten (10) run mercy rule after five (5) innings will be in effect for all games.

 

2.     Ties will be permitted in the round robin preliminary play.

 

3.     O.B.A. pitching rules will apply (rules can be found on the OBA website www.baseballontario.com, click on '2009 Constitution & Playing Rules', pitching rules are on pages 24-25, section P2-10). A pitcher may not pitch more than 90 pitches in a calendar day. If a pitcher throws more than 65 pitches in a calendar day, he or she must have two (2) nights rest before pitching again. Pitches pitched will apply to the calendar day in which they were pitched. The calendar day applies regardless of the tournament schedule, or delays caused by darkness or weather.

 

        The Official scorer will be responsible for recording pitch counts for every pitcher on the Official Game Sheet. It will be the responsibility of each team to ensure that pitch counts are properly recorded on the Official Game Sheet at the end of each game. Once the Official Game Sheet has been handed in to the tournament convenor, the pitch counts on the Official Game Sheet will stand. Baseball Ontario Pitch Counts will be strictly enforced per rule P2-10. If the Tournament Convenor does not supply one, the Home team will designate and inform the Home Plate umpire of the Official Pitch Counter for both teams prior to the start of the game. Pitch Counts of the “Official Pitch Counter” will be the only numbers used by the Umpires or Official scorer during a game regardless of what numbers (pitch counts) any coach or spectator may have – no appeal or protest of the numbers recorded will be permitted. Note: It is recommended that coaches check the Pitch Count of a pitcher as recorded by the “Official Pitch Counter” at the conclusion of each inning. Coaches shall sign the Official Game Sheet immediately following the conclusion of the game acknowledging the Pitch Counts of the pitchers used during that game.  In the event of a discrepancy in numbers, the Pitch Counts of the “Official Pitch Counter” shall stand.  In the event a coach fails to sign the Game Sheet, the Pitch Counts recorded will be considered official and no appeal or protest of the numbers will be allowed at a later time. 

 

4.     Tournament Format  - This is a twelve (12) team event: three (3) divisions of four (4) teams. All teams entered play three (3) games in the round robin play. Each team will play each team in their division once for a total of three (3) games. The top two (2) teams in each division will advance based on the tie-breaking formula below. The first place teams in each division will be seeded 1st, 2nd, and 3rd place overall respectively based on tie-breaking formula below. The second place teams in each division will be seeded 4th, 5th, and 6th place overall respectively based on the tie-breaking formula below. No 3rd place teams in any division will advance. 1st and 2nd place seeds overall will receive a bye to the semi-finals on Sunday.    3rd plays 6th and 4th plays 5th seeds overall in the two (2) quarter-final games on Sunday morning. The two (2) winners advance to the semi-finals on Sunday with the two (2) winners advancing to the Championship game. There will be no Consolation games.  The third place teams in each division will be seeded 7th, 8th, and 9th place overall respectively based on the tie-breaking formula below. The fourth place teams in each division will be seeded 10th, 11th, and 12th place overall respectively based on the tie-breaking formula below. 7th plays 8th, 9th plays 10th, 11th plays 12th seeds overall in the three (3) games on Saturday night (avoid previous match ups if possible for these games).

 

        All teams will play one (1) game Friday night and two (2) games on Saturday in round robin play.

 

        Teams will be seeded in their division based on the highest amount of points in round robin play.

 

        Points will be awarded on the following basis:

        Win - two (2) points, Tie - one (1) point, Loss - zero (0) points.

 

        All teams will play a fourth game either Saturday night or on Sunday.

 

5.     Tie - breaking Rules

 

1.    Winner of the head to head game will advance.

2.    Team with smallest runs against ration (runs allowed divided by number of defensive innings played).

3.    Team with the highest runs for ration (runs scored divided by number of offensive innings played).

4.    Coin Toss

 

6.     The tournament convenor reserves the right to alter and/or make any changes necessary to ensure completion of the tournament in the allotted time.
